IS SEEKING TENDERS FOR ITS STRATEGIC PLANNING PROCESS
WEST CLARE FAMILY RESOURCE CENTRE
The West Clare Family Resource Centre was set up in **Apply on the
website**, under the Family Resource Centre Programme, to develop and
deliver support to communities, first in the Kilrush area and then in
* throughout West Clare. Delivering family and
community support using community development methods allows the West
Clare FRC to meet the needs of the community from their perspective.
There has always been a strong emphasis in the West Clare FRC to
ensure meaningful representation of all target groups in the work of
the Centre and this is reflected in the continued commitment by
various people over the years on the Board of Management. The work of
the West Clare FRC aims to reflect the key issues facing people in
West Clare. In * the West Clare FRC was
successful in its funding application to the Community Services
Programme and now runs an Over *’s Project
aimed at providing supports and services to older people.

physical and educational activities which will improve the quality of
life of older people in West Clare.

STRATEGIC PLANNING
OVERVIEW AND OBJECTIVES
The West Clare Family Resource Centre is seeking tenders from suitably
qualified people to carry out work to support the West Clare FRC in
developing a new strategic plan during *, for
the period * – *.
The objective of the strategic plan is to ensure West Clare Family
Resource Centre’s vision, mission and key strategic goals align with
current needs, emerging trends and new developments within West Clare
and Ireland. It should also ensure the organisation has the capacity
to meet these needs. The new strategic plan should reflect the current
and predicted future environment within which the West Clare FRC will
work.
SCOPE OF THE ASSIGNMENT
In delivering on these objectives, and in close collaboration with the
Strategic Planning Working Group, it is expected that the successful
tenderer will undertake the following activities:
* Conduct a review of the progress made, successes, challenges and
learnings arising out of the implementation of the previous strategy.
* Plan and facilitate a wide consultation with board members,
community members, volunteers, staff, funders, and key external
stakeholders to review mission, vision and values and to identify key
strategic objectives.
* Provide training for a small group of peer-led facilitators to
support the process of identifying the needs of West Clare
communities.
* Support peer-led facilitators to conduct focus group/personal
interviews with a socially and geographically diverse range of
community members throughout West Clare.
* Outline opportunities to improve the quality and governance of
West Clare FRC to support the implementation of the strategic plan.
* Provide the Strategy Planning Working Group and the Board of
Management with strategic options and rationale to assist them in
setting the strategic direction for the next five years.
* Develop a framework and indicators for each objective that clearly
sets out what success looks like and how progress can be tracked and
measured.
* Outline methodology for incorporating any new areas of work and
define how the organisation will consider any new opportunities which
arise during the term of the new strategic plan but which fall outside
its scope.
* Draft and present Strategic Plan * to
*, including an Executive Summary to the Board
of Management.
The Strategic Planning Working Group has been appointed by the Board
of Management to oversee the detailed work of the development of the
Strategic Plan.
TIMELINE
It is anticipated that the successful tenderer will commence work in
April * and finish by September **Apply on the

BUDGET
The budget for the tender is €8, * including
VAT. A detailed breakdown of the proposed tender is requested. A
current tax clearance certificate will be required. This contract will
be awarded on the basis of a fixed price contract. The successful
consultant is expected to work within the agreed budget.

* Description of expertise and experience
* Samples of previous strategies or reports (attached to tender)
* Detailed budget in Euros and inclusive of VAT, including all costs
associated with the work such as preparation time and travel expenses.

West Clare FRC shall not accept any responsibility for any expenses or
loss, which may be incurred in the preparation of a Tender.
